Quebec government digital transformation projects: changes in governance and framework are necessary
The literature review conducted on December 17, 2025, by Laval University professors Pierre-André Hudon, Ph.D., and Yanina Klimenko, Ph.D., refined the scope and dimensions of the analytical framework. The search for scientific articles to be analyzed was carried out using the Web of Science database. This led to the analysis of 46 articles, 23 of which specifically addressed the causes of failure in digital projects. The findings indicate that, within public organizations, weaknesses in organizational governance are the primary cause of project failure. Deficiencies in various project management processes and issues related to contract management are also significant factors in failure. Organizational governance and project management processes also emerged as leading success factors, with relatively equal influence. Organizational culture was also identified as a success factor. Regarding organizational governance, both as a factor of success and failure, the literature review particularly highlights its structural aspect, change and stakeholder management, as well as the skills of senior management" (AMP Report, 2026, p.75).
